Ratification CERD: acceded in 1996, Azerbaijan has also agreed to individual petitions under Article 14.

In 2006 the 'State programme on improvement of the living conditions and raising employment for refugees and internally displaced persons' was implemented. Furthermore, efforts have been made to combat illegal behavior on the part of law enforcement officials. However, there are allegations of cases of harassment on the part of law enforcement and other officials against Armenians, members of some minority religious groups and Russian citizens from Chechnya. Racist and inflammatory speech or the promotion of religious intolerance by some media, members of the general public and politicians are still taking place.
