Ratification CERD: yes in 1969, Cyprus has also agreed to individual petitions under Article 14.

The Government has enacted important primary anti-discrimination legislations in order to harmonize with the European Union Council Directives 2000/43 and 2000/78. Moreover, the 'Combating of Racism and other Discrimination Law 2004', vested the Commissioner for Administration. The Commissioner is an independent officer with special competences, duties and power for combating and eliminating discrimination in both public and private sectors. Under this law, any person or group may file a complaint to the Commissioner for being a subject to discrimination prohibited by any law.

Extracts from ECRI's third report (adopted in December 2005):
The legal and institutional framework against racial discrimination has been considerably strengthened. Police monitoring of racist incidents has been introduced. However, the continuing lack of a comprehensive immigration and integration policy has resulted in a particular vulnerability of immigrants to human rights violations, exploitation and discrimination. Asylum seekers experience similar problems. New opportunities for actively promoting dialogue and reconciliation between the Greek and Turkish Cypriot communities still remain to be seized. Manifestations of discrimination and prejudice affecting Turkish Cypriots still need to be adequately recognized and dealt with.
