Ratification CERD: yes in 1970, Finland has also agreed to individual petitions under Article 14.

At the initiative of the Ombudsman for Minorities, the employment authorities started in 2002 a project to make their services more effective with regard to the situation of Roma people. Several groups are being faced with racial discrimination: Jews, Russians, Somali people, Roma. Several legal measures came into force in 2004 among which: the Non-Discrimination Act, a new Aliens Act, an Act on the Exercise of Freedom of Expression in Mass Media and a completely revised Language Act. The Ombudsman supervises compliance with the provisions of the Non-Discrimination Act for Minorities and the National Discrimination Tribunal.

Extracts from ECRI's third report (adopted in December 2006):
The ombudsman for minorities has played an important role in improving the access of minority groups to remedies against discrimination and violation of other rights. Anti-discrimination and anti-racist provisions are included in criminal, administrative and civil law. However, the implementation of existing institutional and legal frameworks against racism and racial discrimination needs to be improved. Finnish citizens of non-Finnish origin, Russian- speaking and Somali communities, non-citizens and Roma continue to experience discrimination and prejudice.
