Extracts from ECRI's third report (adopted in June 2005):
The legal framework against racial discrimination has been strengthened by the adoption of the Law on Equal opportunities. This law also extended the mandate of the Equal Opportunity Ombudsman including race, ethnic origin and religion. However, the provisions in force to counter racist expression, including incitement to racial hatred, have not been adequately applied. Moreover, some media are contributing to an atmosphere of hostility towards members of minority groups.
