ECRI concludes that in 2003 new legislation has been introduced to combat racism and racial discrimination, but that adequate implementation is lacking. Simultaneously, no comprehensive body of civil and administrative anti-discrimination legislation has been adopted. There is also a general lack of awareness of the danger of racism and the need to combat it among those involved in the criminal law system but also among the general public.
