Ratification CERD: acceded in 1995, Monaco has also agreed to individual petitions under Article 14.
Extract from ECRI's report on Monaco (adopted in December 2006):
Monaco has taken a number of measures to combat racism and discrimination. Furthermore, the Monegasque authorities have enacted a law on freedom of public expression, which punishes incitement to racial hatred. However, the Principality still needs to adopt anti-discrimination provisions in civil and administrative law and criminal law provisions, which punish racist acts.
