The 1993 Constitution of the Russian Federation forbids any kind of discrimination. Legal provisions forbidding discrimination in the area of employment were included in the Labor Law. In May 2006, in Moscow, the leaders of 12 political parties signed the Pact for counteracting nationalism, xenophobia and religious hatred. During 2007, there were 200 cases on xenophobic attacks and conflicts.

Extracts from ECRI's third report (adopted in December 2005):
The criminal law provisions aimed at combating racial discrimination, racism and extremism have been reinforced and there have been some prosecutions of hate speech. However, the criminal law provisions are not adequately implemented particularly because the racist motive of an offence is not taken sufficiently into account. Many immigrant workers, notably from CIS countries, experience oppressive working conditions. Moreover, there has been a rise in racial violence, an increase in cases of racist expression, as well as the increasing use of racist and xenophobic discourse in politics.
