Ratification CERD: acceded in 1969, Spain has also agreed to individual petitions under Article 14.
Extracts from ECRI's third report (adopted in June 2005):
The tone of public, and notably political, debate on immigration has improved since June 2004. Measures have been taken to reduce the disadvantage faced by many members of the Roma communities of Spain and some of these measures are reported to have yielded tangible positive results. However, a lack of awareness of issues of racism and racial discrimination across the Spanish society affects the institutional response to these phenomena in a negative way. Persons from ethnic minority groups are affected by ethnic profiling practices by the police, which increases the likelihood of them falling victims of police misconduct.
