Ratification CERD: yes in 1969, Uruguay has also agreed to individual petitions under Article 14.


Extracts from state reply to Durban Review questionnaire:
Uruguay points to the creation of the Human Rights Directorate within the Ministry of Education and Culture, the mission of which is to promote compliance with and respect for human rights. In 2004, Uruguay approved a law against racism, xenophobia and all forms of intolerance and created the Honorary Commission Against Racism, Xenophobia and all forms of Discrimination, conformed of State representatives and civil society. Discrimination in Uruguay manifests itself in inferior incomes and levels of education. Uruguay has created several mechanisms and policies designed to address discrimination against vulnerable sectors of society, particularly afro-descendents.
