II Comité Preparatorio de la Conferencia Mundial contra el Racismo

DECLARACION DE LAS ONG

Los miembros del caucus latinoamericano y caribeno participantes en el II Comité Preparatorio de la Conferencia Mundial contra el Racismo, la Discriminacion Racial, la Xenofobia y otras formar conexas de intolerancia, hemos visto con estupor y suma preocupacion la actitud tenaz e intransigente con que los representantes de los gobiernos de Estados Unidos, la Union Europea y Canada se han estado oponiendo a las propuestas de reconocer la trata de esclavos, la conquista de America y las practicas de la colonizacion de los pueblos indigenas, africanos y asiaticos como un crimen contra la humanidad, que debe ser reparado moral y materialmente.

Reconocemos que los pueblos europeos y europeodecendientes no son responsables de estos crimenes que fueron cometidos por sus gobiernos, los mismos que:

• se niegan a reconocer el vinculo historico entre la trata, la esclavitud, la conquista y la colonizacion, de un lado, y la situacion de discriminacion y pobreza que padecen los pueblos de Africa, America Latina y Asia, y sus decendientes, por otra;
• objetan el articulo 4 de la Convencion contra todos las formas de discriminacion y dentro de las fronteras de sus Estados mantienen expedito el camino para las practicas y la propaganda racista y xenofoba y;
• tratan de perpetuar una politica neocolonialista hacia las pueblos de Africa, America Latina y Asia.

La opinion publica internacional no puede permitir que en el "Ano Internacional del Dialogo entre Civilizaciones", los crimines antes senalados queden impune. Ello seria un serio obstaculo ante los esfuerzos de todos los hombres y mujeres que laboran por un mundo mejor y mas justo. Por eso, al mismo tiempo que expresamos nuestro mas decidido respaldo a los representantes de los gobiernos que pugnan por alcanzar la unica solucion digna para este diferendo y los exortamos a continuar trabajando con mayor tenasidad que la de sus oponentes, llamamos a las ONG de todo el mundo, particularmente a las de Estados Unidos de America, Europa y Canada, a que levanten su voz junto a la nuestra para exigir justicia para las victimas de la conquista, la trata, la colonizacion y para sus decendientes.

NGO Declaration

The members of the Latin American and Caribbean caucus participating in the II Preparatory Committee Meeting of the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance, are surprised and deeply concerned by the inflexible and tenacious attitudes assumed by the governmental representatives from the United States, the European Union, and Canada which are opposing the proposals issued to recognize the slave trade, the conquest of America, and the acts colonialization of the indigenous, African, and Asian peoples as crimes against humanity, which must be receive moral and material reparations.

We recognize that the European peoples and the Peoples of European-decent are not responsible for these crimes committed by their governments. Presently, however, these governments are:

• Refusing to recognize the historical connection between the treatment of slaves, slavery, the conquest and colonialization on the one hand, and the conditions of discrimination and poverty experienced by the peoples of Africa, Latin America, and Asia, and their descendants, on the other;
• Objecting Article 4 on the Convention against all forms of Discrimination and within its borders the proliferation of racist and xenophobic practices and propaganda expedites;
• Attempt to perpetuate a neo-colonialist politic towards the peoples of Africa, Latin America and the Caribbean.

In the name of international public opinion the crimes mentioned above cannot be allowed to remain without impunity, especially in this the "International Year of Dialogue among Civilizations". This creates serious obstacles in the efforts of all women and men labouring for a better and just world. Therefore, while we express our most decisive support to the representatives from Governments that seek to reach unique solutions worthy of this debate and encouraging them to work with more tenacity than the opposition, we also call the NGO global community, particularly those NGO’s from the United States, Europe, and Canada, to lift their voice along with ours in demanding justice for the victims of the conquest, the slave trade, colonialization and for their descendants.
