WORKSHOPS
- The workshops shall run from 9 am to 7 pm.
- The workshop will be allocated two hours.
- *Assign the six tents to the regions (Asia-Pacific, Africa, North America, Southern America—Mexico, Central, South and Caribbean--, Europe) and to the international NGO’s, thematic and other broad/interconnected issues.
- Outflow rooms will be used if additional space is needed. Those spaces shall be used by individual proposals.
- Although space must be allocated to caucuses, they can be assigned to outflow rooms.
- The Regional Coordinating Committees should collaborate in determining the scheduling of the workshops.
It is very likely that a large number of participants will stay in Durban beyond the NGO Forum. Most of them will not be able to observe the deliberations of the WCAR. Since most are expecting a direct involvement in the process of the WCAR, all efforts must be made to provide alternative activities during the WCAR. Furthermore, the Kingsmead Stadium should kept open for two more days for exhibitions, panel discussions, testimonial sessions and cultural activities.
The ISC representatives in consultation with the Regional Coordinating Committees and the Secretariat will produce the schedule. The programme of the International tent will be coordinated by the designed ISC members. It will house workshops related to interconnected issues, groups that require greater visibility, broader themes, testimonies and hearings.

I. INTRODUCTION
The Workshop structure is one of the organizational dynamics of the WCAR NGO Forum. Opportunities are given to NGOs coming all over the world to participate in any of the workshops organized by any of the NGOs with prior intimation. They can be presented in the form of Seminars, Panel Presentations, Roundtables and Public Hearings.
II. OBJECTIVES
General Objectives:
- To make issues related with specific sectors, problems, recommendations visible at the international level
- To enable the participants of the workshops to become adequately informed on issues so as to facilitate them in the deliberations at the NGO Forum and the WCAR
Specific Objectives:
- To disseminate and provide ideas and information to the workshop participants on the issue;
- To engage them in discussions and debates on this issue;
- To create a larger public opinion among them in favour of taking up this issue in the inter-governmental debates, negotiations and deliberations at the WCAR
- To influence their thinking in view of introducing appropriate amendments and proposals in the NGO Forum final Declaration and Programme of Action
- To facilitate the participants carry on the struggles related to different discriminated sectors beyond WCAR

V. GUIDELINES REGARDING PRESENTATIONS
- While dealing with the sub-themes in the seminars, or panel presentations, or public hearing, or roundtables, the focus of the general themes of the WCAR must be kept in mind.
- Presenters are asked to be mindful and sensitive to the fact that participants do not all have the same level of understanding on the subject matter that is being discussed. Therefore presenters are asked to use language that is accessible to all participants.
- However, some analysis of causal factors, effects, implications, consequences, etc. together with statistical data, incidents and events are in place in the presentations.
- The speakers are strongly encouraged to bring an intersecting analysis of the multiple forms of discrimination (gender, age, disability…) to the respective theme and topics.
PROCEDURES FOR ADOPTION OF NGO DECLARATION AND PLAN OF ACTION
At the 3rd PrepCom NGOs and caucuses had the opportunity to review the initial draft document and make written submissions. The current draft will be translated and in three languages by the NGO Forum Secretariat and posted on the Web. It will only be used as a working document by the Thematic Commissions (TC) during their discussions at the NGO Forum in Durban.
Each Rapporteur that is assigned to a panel discussion or a TC is responsible for sub-mitting to the Drafting Committee a written report detailing the recommendations and outcomes from their respective session. They will make themselves readily available to the Drafting Committee on the 30th and 31st August for questions and clarifications.
On the 31st August evening, a closed joint meeting of the Rapporteurs, Drafting Committee and ISC will be held.
For the official adoption of the NGO Declaration and Programme of Action which will take place on the 1st August from 10 am to 1 pm by the plenary session, each commission will assign one of its members to read the respective section of the Declaration and Plan of Action. A consensus is hoped to be achieved at its adoption. Is there a strong objection, the adoption will be done by a simple majority vote.
