MINUTES OF THE ISC – FRIDAY, 3 August 2001, from 10:00 am
1. ATTENDANCE AND APOLOGIES
10 out of 20 members with voting rights were present. SANGOCO representatives have left for South Africa to prepare the NGO Forum. The quorum has not been met.
- PROGRAMME OF THE NGO FORUM (continuation)
- ISC agreed that there should be one plenary session each day. What concerns the named proposed, ISC takes the responsibility in cases where a regional balance or a deeper expertise in a specialized matter is strongly needed (minimum level).
- Myrna and Stella Tamang have been mandated by ISC to immediately travel to Durban (at the invitation of SANGOCO) to negotiate with the Secretariat substantial changes proposed by ISC (maximum level), otherwise ISC agrees with the names proposed by the Secretariat. ISC agrees to reimburse SANGOCO 3.500 USD for their tickets.
- Charles Pillai was absent at the meeting - therefore Albert has been mandated by ISC to assist him in the drafting process.
3. DRAFTING PROCESS
The following decision has been taken by the International Steering Committee to assist the South African drafting team:
- The present draft will be titled as the `Working draft for Durban'. This document will be posted in the www.racism.org.za/SANGOCO/www.hri.ca/racism and www.icare.to this week. Further the document will go for translation and will be ready in Durban.
- ISC suggests that the rapporteurs and one representatives per region will constitute the drafting team in Durban. There are presently 23 Thematic Commissions (TCs) proposed.
- The team will set up a mechanism (to select a smaller team to assist as a technical editorial team) to draw the recommendations from the TCs into the "final text" of the Declaration and the Programme of Action ("Durban Draft").
- TCs will be requested to focus on the sections in the Working Draft related to their issue in order to assist the drafting process.
- The Durban Draft will be presented to the Plenary on 30th August.
- The Declaration and the PoA will be adopted on the final day of the NGO Forum (1st September) during the morning session.

The next meeting of ISC will be held on Monday, 6th Aug from 10 am in the room E3008. The chair for the day will be Albert DeTerville.
