MINUTES OF THE ISC – SUNDAY, 2 September 2001, from 11:00 pm

The afternoon part of the meeting was held together with the Drafting Committee (DrC).

4. ADOPTION OF THE FINAL DOCUMENTS

Mirek raised objections against a number of violations of the Rules of Adoption Procedure during the final plenary session held the last night, especially that:

- the Ecumenical caucus raised an amendment against a specific text of another TC (para B14) which was allowed for voting

- the point of order to revoke this violation has not been put to vote by the chair

- the whole document has not been put to vote and thus not finally adopted

The opinion of the majority of the ISC members is that for different reasons at that meeting, a different process emerged which has not been foreseen but it does not necessarily mean a violation of the Rules of Procedure. Some members of ISC and DrC regretted that the chair of the meeting and the ISC members present let the Jewish caucus walk out of the meeting without making an attempt to have its voice heard.

ISC considers the final NGO documents as adopted by the final plenary session but agrees to accompany it with a cover text explaining that the documents include the voice of victims and therefore they may reflect contradictory opinions.

5. COMPLETING AND HANIDING THE DOCUMENTS TO WCAR

5.1 The DrC needs to be provided with functional printers, floppy disks, coffee, tea and food.

5.2 The final document is to be handed to Ms. Robinson on Tuesday at 8 am by Frej. After its translation and printout in 3 languages, it will be presented and distributed at the NGO briefing on Tuesday starting at 8 am.

6. NEXT MEETING

The joint dinner of ISC and DrC will take place on Tuesday evening.

ISC will meet on Tuesday, 4th September at 10:00 am in the office of the WCAR Secretariat at the Durban Exhibition Centre (DEC), Room 3. The agenda will include the first evaluation of the NGO Forum and the appointment of a date for the full evaluation joint meeting of ISC, UN Liaison Office and SANGOCO (in October?).
